摘要
近年来我国节能形势十分严峻,分析不同省区能源强度差异的统计特性,对于制定科学的节能减排政策都有至关重要的现实意义。文章从统计学视角研究不同省区、地区之间能源强度差异,并对差异进行结构分解,结果显示1997-2011年期间,我国能源强度的总体地区差异和区域内能源强度差异都呈现下降趋势,总体的差异主要由区域内差异引起,区域间的差异的下降趋势较为平稳,但是其下降速度却比较缓慢。相对于区域间差异而言,区域内差异波动幅度更大,缩小的速度也更快,说明在各个区域内部省份之间能源强度差异的变化是显著的。文章最后结合地区能源强度差异的统计特性,得出开展节能减排工作的政策建议,即因地制宜地制定减排政策,加强地区间要素、信息的流动和区域之间在节能方面的合作,从整体上降低能源强度。
In recent years, China is facing a grim situation in energy saving. Therefore, analyzing the statistic characteris- tics of energy intensity in different provinces is very important to ensure energy security and make scientific and effective policy on energy saving and emissions reduction. From the perspective of statistics, the paper studies the difference of energy intensi- ty in different provinces and it decomposes structurally the difference. The results show that from 1997 to 2011, the overall en- ergy intensity differences and regional energy intensity differences are presented a down trend, and the difference of tile overall are the main cause. The differences between the area of the decline is more stable. Compared with the difference among the re- gions, the differences of each province the area is bigger, and the shrink speed is faster, which suggests that differences of en- ergy intensity of provinces in each area between is obvious. Finally, the paper puts forward some policy suggestions based on the statistic characteristics of energy intensity differences in the work of energy saving and emission reduction, such as mea- sures for emission reduction policy should be adjust to local conditions, strengthen the cooperation between areas, especially the flow of elements and information, to reduce the overall energy intensity.
