摘要 为了考核各分公司对总部运行控制中心(SOC)在运行控制中的协调配合能力,克服传统协调配合度考核方法忽略了影响分公司运行控制协调配合度的不确定因素和对立因素的缺点,提出了基于集对分析(Set Pair Analysis,SPA)的分公司运行控制协调配合度评价模型。通过对航班运行控制中协调配合工作的分析,建立了包含辅助运行调度协调、辅助签派放行、辅助机组运行管理、辅助情报性能4个模块的评估指标体系。综合考虑评价者主观重视程度和评价问题多指标决策的特点,利用层次分析法确定了指标权重。从同、异、反3个方面研究了分公司运行控制协调配合的确定性与不确定性,利用联系度的概念从全局角度对协调配合度进行了集对分析,并通过实例对协调配合度进行评估。算例表明,评价结果与南航A分公司2012年一旬运行控制协调配合度的实际情况相符,方法通用性强且简单易行。 The article is aimed at presenting a coordination degree assessment model for branch cooperative control based on the set pair analysis in the airline flight control. For this purpose, we have put forward a coordination degree assessment model for branch office operation control in hoping for the headquarters to heighten its regulation power to achieve more effectively the system operation control(SOC). By analyzing the co-ordination functions between the branch communicative means of the dispatching room and headquarters system operation control(SOC) in flight control under the centralized dispatch release mode, we have established a new indicating system for assessing the co-ordination degree of branch operation control, which consists of four modules: auxiliary operation coordinating scheduling module, auxiliary dispatch-releasing module, auxiliary crew operation management module and auxiliary information performance module. While doing the evaluation process, it is necessary to consider the subjective factors of the evaluators to indicate the effect of the co-ordination degree of branch dispatching room and headquarters' SOC in the flight operation control and the features of the multiple attributes decision-making so as to determine the weights of indicating system through the Analytic Hierarchy Process(AHP). In so doing, the relation between the certainty and uncertainty of the branch operation control can be found through three aspects: the same, the different, and the opposite. Through the linking degree on all the situations, the co-ordination degree can be found based on the set pair analysis and finally produce indicative examples. Such examples can show that the results of Branch A under China South Airline' s operational control coordination degree assessment in the quarter of 2012 prove to be in consistence with the actual airline control situation.
