摘要
各国实践表明,社会工作因其助人优势已广泛参与社会管理。我国当前处于社会转型加速期的现实,决定了加强和创新社会管理也必须有社会工作的协同和参与。而对二者关系进行全面的梳理,是推动社会工作发展和社会管理创新的基础性工作。本质上,社会工作是一项旨在为有需要人士提供福祉的专业性行动,社会管理是以优化社会秩序为核心的系统工程。二者不仅功能相关、目标一致,而且深入来说,社会工作既是实现社会管理目标的重要举措,也通过自身专业制度的建立与发展,成为创新社会管理体制机制的有力推手。
The practice of other countries shows that, social work has been widely participated in social management because of its advantage to help other people. The current reality of China＇s in social transformation acceleration period, has decided to social work＇s coordination and participation in strengthen and innovating social management. And comprehensive combing to the relationship between them is the basic work to promote the development of social work and innovation of social management. In essence, social work is a professional action of providing welfares to people in need, social management is a system engineering that based on the core of optimizing social order. Not only their funetions are relevant and goals are the same, further speaking, social work is an important action that realizing social management goals and a powerful pushing hands of innovating the system and mechanism of social management, through establishing and developing professional social work system.
