摘要
基于DPSIR模型,从驱动力、压力、状态、影响、响应五个方面研究我国海洋风能产业化。构建我国海洋风能产业化实现机制,应包括海洋风能产业化发展市场形成机制、技术机制、产业政策机制与监管机制。其中,市场形成机制包括市场需求导向、价格导向与竞争压力机制;技术机制包括关键技术、技术协同、技术创新机制;产业政策机制包括财政、金融支持、产业技术政策机制;监管机制包括法律监管与自律监管机制。四大机制相互作用、相互渗透,共同构成我国海洋风能产业化实现机制的基本框架。
Based on the DPSIR model, this paper analyzes Marine wind energy＇s industrialization from five aspects which are driving force, pressure, situation, influence and response. Then based on this, the paper establishes the Marine wind energy＇s industrialization realization mechanism and puts foIward the Marine wind energy industrialization＇s market mechanism, technology mechanism, industrial policy mechanism and supervision mechanism. The market mechanism includes market demand-oriented, price guiding and competition pressure mechanism. The technology mechanism includes key technology, technical coordination and technical innovation mechanism. The industrial policy mechanism includes finance, financial support and industrial technology policy mechanism. The supervision mechanism includes legal supervision mechanism and self-discipline supervision mechanism. Four mechanisms work together and constitute the basic framework of the realization mechanism of the Marine wind energy＇s industrialization.
