摘要
在传统行政伦理指导下的公共管理已经不再适应现代公共管理的需求,现代公共管理更看重人的社会属性和价值满足,并且在市场经济和民主政府运转过程中要求公共管理伦理存在内在的价值取向。在建立价值共识的基础上,作为公平的正义可以视为公共管理伦理的基本价值取向,成为公共管理伦理最重要的内在价值。
The public management under the guidance of traditional administrative ethics no longer meets the requirement of modem public management. The modem public management attaches more importance to people＇s social attribute and value and satisfaction, and it requires intrinsic values of public management ethics in the operation of market economy and democratic government. On the basis of establishing a value consensus, justice as fairness can be regarded as the basic value orientation of public administration ethics and become the most important intrinsic value of the public managerial ethics.
