摘要
城市总体规划工作目前存在着诸多问题,亟需改革,其中城市总体规划评估被认为是总体规划工作改革与创新中的重要一环。本文在梳理了国内外总体规划评估的实践后,提出了总体规划评估的主要框架,并指出实效性与前瞻性是总体规划评估的两个重要方面。规划评估既要包含对以往规划实施的检讨,即体现实效性,也要包含对城市未来发展的判断,即体现前瞻性。
As a kind of scientific, strategic and comprehensive planning, current city master planning faces many problems and needs to be reformed. And the master planning assessment is regarded as the key step in the reform and renovation of master planning. Reviewing some assessment practices of master planning both from home and abroad, this paper puts forward the major framework of the master planning assessment, and suggests that the effectiveness and perspectiveness should be two key aspects of the assessment. The master planning assessment should include both the inspection of past planning implementations, i.e., the effectiveness of the planning, and the judgment of the city＇s future development, i.e., the perspectiveness of the planning.
