摘要
教育部印发的《教师专业标准》是国家对幼儿园、小学和中学合格教师专业素质的基本要求,是引领教师专业发展的基本准则,是教师培养、准入、培训、考核等工作的重要依据。因此,教师专业发展的评价体系应基于《专业标准》而构建:评价原则和评价过程应体现引领教师专业发展的宗旨;指标体系应源于《专业标准》的各维度、各领域及其基本要求;须建立一套实现教师专业发展数量化的操作规程,以提高《专业标准》的可操作性;需构建起教师专业发展的区域常模,供合理解释结果之用。
Teachers Professional Standards published by the Ministry of Education are the national basic re- quirements on the professional qualities of teachers from kindergartens, primary schools and middle schools. They are also the basic criterions which guide the professional development of teachers', and the important foundations of the teacher's work including nurturing, admittance, training, evaluation and so on. Therefore, evaluation sstems on teacher's professional development should be established on the ba- sis of Professional Standards--The principles and procedures of assessment should reflect the purpose of guiding teachers' professional development; The indicator systems should originate from various dimen- sions, various fields and the basic requirements of Professional Standards. A set of procedures should be established to improve the maneuverability of Professional Standards. Local norms should be set up in or- der to explain the assessment results.
