摘要
我国核电企业的信息化建设起步较早,目前整体上处于较高水平,但相对而言,对生产过程的自动化应用比较重视,而对业务管理信息化的重视程度却显不足。虽然近年来各核电企业先后对部分企业管理职能开展了规模不等的管理信息化工作,但是多个职能管理信息化系统之间却缺乏联系,不能信息共享,往往形成信息孤岛。核电企业信息化建设的主要问题包括:信息系统项目的成功率不高,信息化建设的管理水平不高,重复开发严重,缺少统一的编码与标准,系统内或单位内均缺少标准的共享数据库,系统维护困难等。核电工程项目管理信息系统应遵循统一规划、统一平台、统一建设、统一投资和统一标准五原则,做到规范数据层,信息系统平台架构、开发环境要统一,以及标准化、网络化、集成化。还必须特别注意管理信息系统如何有效地组织实施,其要点是遵循合同约束原则;遵循"以数据为基础,以程序为依据,以实用为准绳,以效率为目标";遵循"数据和软件集成先行、硬件网络按需集成逐步扩充"的建设原则;正确把握和处理软件系统总体设计与应用子系统开发的辩证关系。
Chinese nuclear power enterprises began their informatization efforts a long time ago and are currently on a relatively high level of informatization as a whole.They pay more attention to the automation of production process than the automation of business management.Although all nuclear power enterprises have in recent years moved to informationize part of their business management functions on various scales,there is no adequate connection between various functional management informatization systems and information cannot be shared among these systems,in turn producing islands of information.The main problems in informatization construction for nuclear power enterprises include low success rates of information system projects,low level of management in informatization construction,serious duplicate development,lack of unified coding and standard,lack of databases that can be shared across the system or an enterprise,difficulty in system maintenance,etc.In developing information systems for nuclear power project management,five principles should be followed,namely,unified planning,unified platform,unified construction,unified investment and unified standard.Data layers should be standardized,the architecture and development environment for information systems should be unified,and such systems must be standardized,networked and integrated.In addition,special attention should be paid to effectively implementing management information systems and the key to achieving this objective is to follow the principle of contract constraint.Information systems should be based on data and procedures,be practical and pursue efficiency.In constructing information systems,priority should be given to data and software integration and hardware networks should be integrated as needed and expanded gradually.The dialectical relationship between the overall design for software systems and the development of application subsystems should be appropriately managed.
