摘要
分析了中国向非洲派遣青年志愿者项目的意义和作用,认为他们是宣传队更是播种机,为非洲经济社会发展带去良好的"蝴蝶效应"。在充分肯定中国向非洲派遣青年志愿者重大意义的同时,提出进一步发展和完善这项政策的建议:志愿者的专业与岗位应更好地进行衔接,做到人尽其职;积极应对西方国家的"新殖民主义"和"文化侵略论";充分借鉴西方国家在派遣援外志愿者中好的经验和做法等。
The paper discusses the significance and function of China＇ s sending young volunteers to Africa and sees it as not only propaganda teams but also splanters, which brings ＂the butterfly effect＂ to the economic and social development of Africa. While fully affirming the significance of sending youth volunteers to Africa, the paper proposes further recommendations for developing and improving this policy： a better convergence of the volunteers＇ speciality and posts, making it possible for them to fulfill their duty; actively responding to the remarks of ＂neo-colonialism＂ and ＂cultural invasion＂ made by Western countries;fully drawing on the good experience and practices of Western countries in the dispatch of foreign aid volunteers.
