Of all ZHOU En-lai's variouse ideas about decision-making, his exploring of decision-making procedure and decision-making system have reached a higher level. He generalizes the decision-making procedure as the following: propose questions, make investigations, make decisions, make up the mind, carry out the plan as well as practice and test. And this is in accordance with the modern scientific decision-making procedure. ZHOU En-lai has played an active part and made fruitful exploration in setting up a scientific decision-making system. He has evolved his special means of obtaining information, seeking advice and decision-making, which forms “the preliminary ideas” on decision-making system.
