摘要
党的十八大报告把水利放在生态文明建设的突出位置进行部署。我国水利投融资体制改革多年来取得了一定进展,但与经济社会快速发展的要求相比,水利投入供需缺口仍然很大,投资渠道单一、投入不足、缺乏稳定的投入保障机制是制约水利发展的最大瓶颈。深化水利投融资体制改革,建立稳定的水利投资渠道,关系水利的跨越式发展和水生态文明建设。通过对我国水利投融资现状及存在问题的分析,提出了深化我国水利投融资体制改革的对策措施。
The eighteenth Party Congress report put water in a prominent position in the construction of ecological civilization for deployment. Some progress has been made over the years to the investment and financing system reform of water conservancy in China, but compared with the rapid economic and social development requirements, water resources supply and demand gap is still large, single investment channel, lack of investment, lack of a stable investment mechanism is the biggest bottleneck restricting the development of water conservancy projects. Deepen reform of the investment and financing system of water conservancy, water conservancy investment channel stability, is associated with leaping development and ecological civilization construction and water conservancy water. Through to China＇s water conservancy financing status and existing problems, and puts forward countermeasures to deepen our reform of financial.
