摘要
科研项目立项评审具有模糊性和随机性等特点,基于模糊理论和概率论的云理论能同时解决评估过程中的模糊性和随机性等问题。针对科研项目立项评审的特点,将云理论中的云重心评价法运用于科研项目的立项评审,目的在于提高定性指标定量化处理的科学性,并通过具体科研项目评审实例描述该方法的运用过程。实例表明该方法具有科学性、有效性与可操作性。
The evaluation of science research projects has the characteristics of fuzziness and randomness. The cloud theo- ry based on the fuzzy theory and probability theory can also solve the fuzzy and random problems of the evaluation process. According to the characteristics of evaluation of science research projects, this paper applies the cloud gravity evaluation method of the cloud theory to scientific research project evaluation. The purpose is to improve the quantitative treatment of qualitative index of the scientific research project and describe the application of this method through specific examples. The example shows that the method is scientific, effective and operative.
