摘要
采用理论与实证研究相结合,以一个良性循环的科技投融资系统应具备的特点为研究背景,以上海行业科技投融资发展的统计数据为实证研究基础,从理论上解释现实问题,用实证分析检验文中提出的观点。主要观点:(1)政府科技投入应注重引领产业结构调整方向;(2)提高科技投融资强度应与产业结构调整相适应;(3)应针对产业结构调整的各个阶段制定和实施政府科技投入策略。
In this paper theoretical and empirical research are combined. Based on a optimum circle of the science and technology investment and financing system and the stalistical data of Shanghai, we get the following conclusions ： （1） The government should pay attention to lead the enterprises to increase investment in science and technology; （2）Increasing science and technology investment and financing strength should adapt to the adjustment of industrial structure; （3）About the various activities of science and technology, we should formulate and implement the different strategies of government investment in science and technology according to different stages of science activities.
