摘要
全面考虑建设成本、固定成本、变动成本、融资成本、税金和销售收入等影响液化天然气汽车加气站(LNG加气站)项目建设与运营的各项成本与效益因素,提出LNG加气站建设投资整数规划模型,解决规划期内于目标小区建设加气站的最优投资规模与最优投资时机问题.模型充分考虑由液化天然气汽车推广程度差异造成的各地区市场需求的不均衡性,统筹规划资本分配与利用,求解得到的投资方案具有区域和时间上的层次性,符合现实背景与企业资本约束.运用该方法为某企业制定辽宁省LNG加气站项目建设投资决策,并由敏感性分析得出结论,不同参数设置下求解得到的投资方案在各目标小区的总建站数量基本一致,计算结果适应性强;项目的总体收益、投资时间分别对加气站的售气量、初始建设成本敏感.
Taking building cost,fixed cost,variable cost,financing cost,tax as well as sales revenue into account,an integer model for planning establishment and investment of liquefied natural gas vehicle refueling stations is established to deal with the problems of optimal investing volume and timing so as to build LNG stations in target zones during planning period.In light of system optimizing,considering the demand unbalance among zones caused by different developing extent,the model aims to maximize present value of total revenue,and allocate fund comprehensively.Investment program solved via model has different time and field levels,and is in accordance with actual status and enterprise fund constraint.The model is applied to make investment decision for a company which will establish LNG stations network in Liaoning province,and its effect is tested.Results of sensitivity analysis shows that the total number of stations built in majority of zones is stable,and overall revenue of program and investment timing are sensitive to sales quantity and initial building cost respectively.
