摘要
当前国家安全工作应逐步从传统国家安全向现代国家安全转型,共同体理论更能适应现代国家安全理念对国家安全机制的指引。国家安全机制共同体的属性体现在共同体关系的互助性、共同体功能的自足性和共同体范畴的多元性三个方面,共同体的属性决定了国家安全机制共同体的构建途径。培育国家安全共同伦理是实现共同体关系互助性的重要手段,建立国家安全多方参与机制是实现共同体功能自足性的基本保障,增进国家安全协作力度是共同体范畴多元性的应有之义。
The current national security work is shifting from traditional national security to modern national security, and the community in this regard better fits modern national security philosophy. The attributes of the national security mechanism community expressed in community relationship, community function and community category. ＂Community＂ determines the approach to the national security mechanism community. The cultivation of the common ethic of national security mechanism is an important measure to achieve the community relationship＇ s mutual aids. The establishment of the multiparty participation mechanism is a sure way to achieve the community functional self-sufficiency. The promotion of the collaboration of national security mechanism is the necessary content of the community category＇ s pluralism.
