摘要
依据制度经济学与发展经济学相关理论对中西部农村劳动力流入地的东部和流出地的中西部两个区域的正负外部性进行分析,指出面对中西部农村劳动力流动外部性不是简单的利用户籍措施来解决,应引导不同人群进行分层合理流动,用不同策略抑制负外部性,补偿正外部性。
According to the theory of institutional economics and development economics,the author made an analysis on the positive and negative externality of the east and the Middle West areas,between which rural labor force flows.Then,it was proposed that different populations should be classified to rational flow,restraining the negative externality and compensating the positive externality,rather than take ＂household register＂ measures to solve the problem simply.
