:落后地区“普九”存在的突出问题有 :师资短缺且素质偏低 ;校舍陈旧面积不足 ,办学条件不善 ;微观管理松散 ,宏观督促乏力 ;教育观念陈旧。人们最受困扰的是经济方面的问题 ,但经济困难并不是落后地区实现“普九”
Salient problems in spreading nine-year education in under-development area include: insufficient qualified teachers; hardly enough classrooms; loose micro management; weakened macro supervision; old-fashioned educational ideas. The most disturbing factor lies in finance. However, difficulties in finance are not an obstacle that cannot be passed over.
