摘要
中国垄断行业的改革已取得巨大进展,但垄断行业分配制度的改革依然是社会各界关注的焦点问题。目前我国国有垄断行业向国家上缴利润的比例过低,致使所有者权益损失严重,分配制度显失公平。本文以我国电力行业为例,尝试计算电力行业应向国家上缴利润的合理比例。通过研究并借鉴其他国家国有垄断行业的利润上缴比例,我国电力行业利润上缴比例的合理区间为35%—55%。
The reform of Chinese monopoly industries has achieved great progress, but the reform of their distribution system is still the focus of social communities. At present, the proportion of profit which the monopoly industries turn over to the state is too low, which leads to great loss in owner＇ s equity and obvious unfair distribution system. This article takes China＇ s power industry as the example, attempting to calculate proper proportion of contribution. Through learning the studies and experiences from other countries, the proper range of proportion should be 35%--55%.
