摘要
为了规范财政支农资金投向,合理有效地配置公共财政资源,提高支农资金使用率,黑龙江省在县(市)级层面开展了财政支农资金整合试点工作。通过对试点县(市)整合财政支农资金情况的调查,详细分析黑龙江省在财政支农资金整合试点工作中取得的成效和存在的问题,以期探索财政支农资金整合的有效途径,切实加强财政支农资金管理,提高财政资金使用效益。
In order to regulate the investing direction of finance support to agriculture,rationally use public fiscal resources,and improve the efficiency of finance support to agriculture,Heilongjiang Province carried out the of pilot work of integrating capital of finance support to agriculture among the counties and cities.The article uses the investigation of finance support to agriculture,analyzes achievement and issues of the pilot work of integrating capital when Heilongjiang Province carrying out finance support to agriculture,in order to probe effective path of finance support to agriculture,effectively control capital of finance support to agriculture,and improve effectiveness and efficiency of finance usage.
