摘要
华侨问题是新中国成立初期新区土地改革中面临的特殊问题。中共在制定土地改革中的华侨政策时,面临既要达到土地改革的目的,又要考虑照顾华侨特殊利益的矛盾境地。本文首先分析了土地改革中华侨问题特殊的原因所在,进而考察了土地改革中华侨政策酝酿出台的过程,最后对这些政策的内容及特点进行了深入分析。土地改革中华侨政策的制定,表明中共对土地改革中的华侨问题高度重视,同时也折射出这一问题的复杂性。
The issue of overseas Chinese is a special problem in land reform in the newly liberated areas in the early of new China. During the process of formulating overseas Chinese policy in land reform, the CPC not only had to achieve the goal of land reform, but also consider and make allowance for the conflicting situation for overseas Chi- nese special interests. This paper firstly analyzes the reasons of overseas Chinese specialties in land reform, then inspects the process of overseas Chinese policy formulation in land reform, and finally analyzes deeply the content and characteristics of these policies. The formulation of overseas Chinese policy in land reform not only indicates the CPC＇ s high attention to overseas Chinese issue in land reform, but also reflects the complexity of this issue.
