摘要
从美国的9·11事件到席卷全球的金融危机,从横扫中国的SARS病毒到索马里海盗的猖獗,非传统安全问题日益引起国际和国内社会各界的广泛关注。进入21世纪,全球化迅猛发展,安全所涉及的领域越来越宽泛,安全所包含的内容越来越难以把握。因此,要在全球化浪潮中从容应对错综复杂的非传统安全问题,首先须全面认识非传统安全问题,并对其发展脉络进行梳理,把握其基本特点、内在发展规律。当然,掌握非传统安全与传统安全的联系与区别,才能更好地为处理非传统安全问题提供理论支撑。
From the ＂9.11＂ event to the financial crisis sweeping the world, from the SARS sweeping China to the pirates in Somali, non-traditional security has been the world concern. In the 21 st century of the rapid globalization, the security is involved in more and more fields, and the contents of the security is becoming more and more difficult to grasp. Therefore, dealing with non-traditional security issues in globalization, first of all, must be understood as a whole, and then sorted out according to the basic characteristics and the internal law of development. Of course, the clear ties and differences between the traditional and non-traditional security can offer theoretical support to deal with non-traditional security problems.
