摘要
当前地级中心城市城区义务教育发展存在着严重的不均衡现象,阻碍了义务教育的均衡发展,引发了一系列的教育问题与社会问题,但人们对此并没有足够的关注和应有的重视。导致中心城市城区义务教育发展不均衡的主要原因在于中心城市城区现行的政出多门的义务教育管理体制。要实现中心城市城区义务教育均衡发展,应转变传统的城区教育管理观,确立"城区教育一体"、"城区学校"观念,构建"市实区虚"的城区基础教育管理新体制,促进中心城市城区义务教育均衡发展。
Currently a serious imbalance exists in the development of compulsory education in the urban and subur- ban areas of central cities, hindering the fair development of compulsory education and causing a series of educational and social problems, but people haven＇t paid enough and due attention to it. The key reason is that the current management systems of compulsory education are various from different government departments. To promote the balanced development of compulsory education, it is necessary to change the traditional view of management of city education, establish the ideas of ＂city education integration＂ and ＂urban and suburban schools＂ and construct the new system of management of basic e- ducation which involves real cities and virtual suburbs, which is the inevitable choice for the balanced development of com- pulsory education in the urban and suburban areas.
