摘要
大力发展环保产业是中国社会经济发展的新趋势,而环保产业的"被动式"需求拉动、经济效益与社会效益的双效性、产业链上下游市场结构的异质性、环保产品和服务的广泛化与非标准化等特征,决定了环保产业的良性发展离不开政府导向的市场化环保产业链体系。本文运用产业链理论,结合中国环保产业的实际情况,首先提出环保产业的发展应该以政府导向作用为逻辑起点;其次建立一套基于产业链内市场环境与企业能力的产业链整合体系;最后得出结论,即引导环保产业合理集中、完善融资体系、搭建综合性环保产业公共服务平台将是政府推动中国环保产业发展的关键性措施。
Vigorously developing the environmental protection industry is a new trend of social and economic development in chi- na. But the pulling of ＂passive＂ demand, double-impact of the economic and social benefits, the heterogeneity of industry chain up- stream and downstream＇s market structure, a wide range and non-standardized characteristics of environmental products and services in environmental protection industry, all of those characteristics determine the benign development of environmental protection industry dif- ficultly to separate from the government-oriented environmental protection industry chain system＇s market-orientation. Based on the the- ory of industrial chain and combined with the situation of environmental protection industry in China, we make a conclusion that the development of environment protection＇s industry should take the government＇s guiding functions as the logical starting to build an indus- trial chain＇s integration system, which are based on market environment and capacity of firm. Guiding the environmental protection in- dustry＇s reasonable concentration, improving the financial system and building public service platform for the environmental protection industry will become the government＇s key measures to promote the development of environmental protection industry in China.
