摘要
健康水平的提高对于农民贫困的缓解具有重要的作用,健康水平的提高取决于健康投资状况发挥的经济效益。作为健康投资重要手段的新型农村合作医疗制度的有效运行,有助于新疆全体农牧民健康的实现。由于经济发展水平、医疗卫生机构服务和民族结构等方面因素使得新疆南北疆在参合率、资金筹集来源与使用、补偿水平等方面存在较大差异,影响了新型农村合作医疗制度运行的有效性。该文认为完善新疆新型农村合作医疗制度需要促进农民增收、拓宽筹资渠道、补偿调整和加强南疆双语医务人员的培养。
Improvement of health level plays an important role in alleviating the peasants＂ poverty, while the improvement of health level depends on the economic benefits by health investment. As an important method of health investment, the effective operation of new rural cooperative medical system will benefit all the farmers and herdsmen in Xinjiang. Because of economic development level,the service of medical and health institutions and the structure of minority communities, there are big gaps in joining rate in southern and northern Xinjiang,sources of fund raising and fund use, compensation, the effectiveness of new rural cooperative medical system is affected. The paper thinks that new rural cooperative medical system will be perfected by increasing farmers＂ income, opening up more channels of fund raising, adjus- ting compensation and training more bilingual medical staff in southern Xinjiang.
