摘要
推进农业体制创新,是激发农业生产力、增强农村发展动力的重要举措。2013年中央对"加快发展现代农业,进一步增强农村发展活力"做出全面部署。现代农业的发展离不开金融的大力支持。本文阐述了金融支持现代农业发展的创新性做法,提出金融业应从推进农村金融产品和服务方式创新、加大农村金融服务供给、引导土地承包经营权有序流转、鼓励县域非法人金融机构改善金融服务、增强政策配套等方面着手,进一步推动农业生产经营体制机制创新和现代农业发展。
Promoting agricultural system innovation is an important measure to stimulate agricultural productivity and strengthen rural development power. In 2013, the central government has made arrangements for ＂speeding up the development of moXdem agri- culture and further strengthening the rural development vigor＂. The development of modem agriculture depends greatly on financial support. The paper expatiates on the innovations of the financial support for modem agricultural development, puts forward that the fi- nancial industry should further promote the system and mechanism innovation of agricultural production and operation and modem a- gricultural development from such aspects as pushing the innovation of rural financial products and service modes, increasing the sup- ply of rural financial service, guiding the orderly transfer of management right of contracted land, encouraging county-level financial institutions which are not legal entities to improve their financial service and strengthening policy coordination.
