摘要
国家科技奖励评审公开制度是指在国家科技奖励评审的推荐、受理、初评、评审、授奖等过程中,在对科技评估信息进行保护的同时保持评估的透明度的制度。《中华人民共和国科学技术进步法》、《国家科学技术奖励条例实施细则》、《国家科学技术奖评审行为准则与督查暂行办法》对国家科技奖励评审公开制度进行了规定,但存在立法层次偏低、评审主体公开力度不够、对公示的时限和次数未作规定,公开的渠道狭窄、公示的载体不具体等缺陷,应该从提升立法层次、坚持保密和公开并重、明确评审公开的内容、规定公示的时限和次数等方面进行完善。
The overt national system of science and technology evaluation means that a system which can not only keep transparent but also protect the information in the science and technology evaluating process. In China, there are some rules and regulations provided like 《Law of the People＇s Republic of China on Science and Technology Progress》, 《Rule of the People＇s Republic of China on Reward Science and Technology》 《The Interim Measures on National Science and Technolo- gy Evaluation Standards of Behavior and Supervision》. But there are some defects in these rules and regulations. For example, it＇ s not authentic in the law, the main body in the evaluation is not clear, there is no time limit and frequency limit, and the channel of making known to the public is too narrow and limited. It is necessary to improve the overt national sys- tem of science and technology evaluation in raising the authority of law, protecting the secret information and keeping trans- parent, and providing the time limit and frequency limit clearly.
