摘要
北京农村基层组织人员职务犯罪村干部占多数,贪污受贿案件多,窝案、串案多,涉案金额虽不大,但社会危害性大。造成这一状况的主要原因是主观上对预防农村基层组织人员职务犯罪重视不够,客观上预防犯罪的相关制度过于粗疏,因此,应从推进城乡基层社会管理体制改革入手,进一步健全农村基层组织人员职务犯罪预防惩治体系。
There are some characteristics about crime by taking advantage of duty for grass - roots staff in Beijing rural： the village cadres account for the majority, most of cases are corrup-tion and bribery, nest case and string case are in the majority, though amount not large but great social harmfulness. The main reason for this situation is lack of sufficient attention for prevention of the crime by taking advantage of duty for grass - roots staff in rural in subjective, and the relat-ed system to prevent crime is too sketchy in objectively. Therefore, we should promote the reform of management system of urban and rural society and improve the prevention and punishment sys-tem for crime by taking advantage of duty for grass - roots staff in rural.
