摘要
当前,大气污染物总量控制是保证区域未来大气环境质量达标的重要手段,污染物总量控制指标从环境保护角度一定程度上决定了区域可承载的社会经济发展总量。因此研究如何科学、公平、合理地进行区域指标分配对区域社会经济发展具有重要意义。本文研究了市级行政区对其下辖各县区大气污染物排放总量控制指标分配的思路、系统框架、影响权重因子及其权重确定方法等内容,探索建立科学合理的大气污染物总量控制指标分配系统。
At present, the atmosphere pollutants of total amount control was one of the most important measures to assure the future at- mosphere environmental quality standard of region, the index of total amount control determined the extent of social economic from the angle of environmental protection. So the study which how to allocate the index scientifically, fairly, reasonably; was of great significance on social and economic development. This paper studied the train of thought , system frame, weighting factor and its determinate methods of allocation from the city to the county, to establish a scientific and reasonable allocated system.
