摘要
为了在突发事件发生后交通部门能迅速响应并及时有效地实施交通应急预案,对交通应急等级判定进行了研究。提出了以事故救援的紧急程度及交通救援的难易程度为主的交通应急等级评价指标体系,运用层次分析法计算了各指标权重,采用多级模糊综合评判法构建了交通应急等级判定模型,并利用火灾事故进行了实例分析。结果表明,将层次分析法和模糊综合评判法应用到交通应急等级计算中是可行的。该模型对于突发事件的处置有着一定的理论意义和现实价值。
In order to response quickly and implement traffic emergency plan by traffic department, grading of traffic emergency is discussed. The evaluation index system for traffic emergency is proposed based on urgent degree of accident rescue and difficult degree of traffic rescue. The weight for each index is calculated by analytic hierarchy process (AHP). The model of traffic emergency grading is established using multi-level fuzzy comprehensive evaluation. An fire accident is used for case study. The results show that it is feasible to use AHP and fuzzy comprehensive evaluation method for calculation of traffic response classification. This model has theoretic significance and realistic value for treatments of emergency.
