摘要
借鉴解放军作战战区的概念,在西部经济欠发达地区的地级市建立起灭火和应急救援战区,可以有效地利用各类资源,整合各种力量,从而提升消防部队应对突发灾害事故的能力。以遵义市为行政区划,探索在欠发达地区地级市构建灭火与应急救援战区的必要性和可行性,以及由此带来的消防部队遂行灭火和应急救援任务时的各种优势。
Based on the concepts of our Liberation Army combat theaters, this paper suggests constructing the fire fighting and emergency rescue theaters in the prefecture -level cities of the western underdeveloped regions helps to use all kinds of resources effectively and integrate of various strength so as to enhance the ability of responding the emergency disasters of the fire army. The paper takes Zunyi city as the administrative division to explore the necessity and feasibility of constructing the fire fighting and emergency rescue areas in the prefecture - level cities of the less developed areas and analyze the benefits for carrying out the fighting fire and emergency rescue tasks to the fire atmy.
