摘要
民国时期,各地妓捐的征收与管理略有不同,北京、南京、武汉等部分大中城市有详细、规范的章程可循,并逐渐完善;而其它地区多以简陋条例管理。社会各界对妓捐的征收多有非议,持反对态度,要求禁娼废捐。政府及地方当局在不同时期均采取了有关管理措施,但由于国情限制、时局纷乱、政府管理不力等原因,禁娼与废捐难以实现。就时代发展来看,妓捐随着娼业的衰落逐渐走向消失。
The Republic of China period, around the prostitute donated the collection and management of slightly different, Beijing, Nanjing ,Wuhan and other parts of large and medium-sized city has detailed, standardized rules to follow, and gradually improve; while other regions to the primitive＂ rules. Social all circles to prostitute contributes collection much criticism, opposed the prohibition of prostitution, requirement of waste to donate. The government and local authorities in different period to take relevant management measures, but because of the restriction of national conditions, the chaos, ineffective government and other reasons, the prohibition of prostitution and waste donated to realize. The development of prostitute contributes, with the decline gradually disappear bawdry.
