摘要
近年来青海省高度重视政府效能建设,行政效能明显增强,发展环境显著改善。但是,受传统行政管理体制的影响,行政机关在职能划分、权责分配、组织结构上还没有完全理顺,决策、执行、监督等方面不力的现象时有发生。本文从进一步转变政府职能,完善政府绩效管理,努力提高政府公信力,提高公务员队伍整体素质,加强机关作风建设等方面提出了对策建议。
In recent years, Qinghai Province attaches great importance to the government ＇ s efficiency construc- tion. Obviously, the administrative efficiency has been enhanced and the developing environment has been im- proved. But the administrative organs are not rationalized in its function division, distribution between power and du- ty and organization structure under the influence of traditional administrative management system. The policy deci- sion, execution, supervision and so on doni work efficiently. This paper puts forward some countermeasures and sug- gestions to further improve transform the government functions, improve the government performance management, improve the credibility of our government, improve the quality of the civil servants and strengthen the construction of office style of work, etc.
