摘要
目前,广东流动人口已占常住人口的1/3,形成了留城不返农的城市流动心态,改革开放30年来为广东甚至全国的经济发展和教育事业均做出了巨大财政贡献,但其子女受教育情况却差异悬殊。因此,政府财政应该普惠民办教育,国家财政应该为民办学校实行财政支持,把对民办教育的财政扶助作为教育制度"顶层设计"的重大内容;要敢于打破利益格局,敢于改革创新,促进公民办教育和谐共同发展。
Now urban floating people take one third of inhabitant population of Guangdong Province, who choose to float in the city rather than going back to the countryside, and tremendously contribute to the economic development and education in Guangdong Province, even all the country over thirty years after the initiation of Opening-up and Reform Policy. However, the children of these people have been receiving much less education than their peers in urban population. It is reasonable for government finance to generally cover non-governmental schools. The nation should fund the non-governmental schools with financial support, and take it as a major content in conducting "top-level design" of education system by breaking the existing interest distribution, and initiating the reform and innovation for the purpose of achieving education equality between governmental education and non- governmental education.
