摘要
在《石羊河流域重点治理规划》实施中,甘肃省武威市围绕节水、治沙、造林、防污等4个重点,大力实施生态安全战略,科学调整农业结构,加强水权管理,加大调水和全流域节水力度,重点治理取得了阶段性成果,近期目标基本实现。提出水权制度改革是流域节水增效的关键,科技支撑是流域可持续发展的保障,并对巩固治理成果提出了建议。
Periodical achievement has been made in the implementation of Key Master Plan of Shiyang River Basin, by means of concentrating on four major areas of water conservation, sediment control, deforestation and pollution control, as well as highlighting ecological safety strategy, adjustment of plantation pattern, water entitlement management and water transfer and conservation in the whole basin. Reform of water right system is vital for water conserving and benefit increase and science and technology is the guarantee for sustainable development of the river basin. It is recommended to further consolidate the management result.
