摘要
文章着重于国家创新发展中的信息服务行业体系建设和基于行业体制的机构运行研究。国家创新发展和创新型国家建设提出了构建社会化信息服务体系的要求,需求导向下的服务变革决定了部门、系统服务体制的变革,这种变革确立了知识信息服务行业体系构建与协同运行关系,不仅需要进行信息服务体系重构,更重要的是需要在不断深化的体制改革中依据其价值取向确立行业化服务体制,在服务组织上实现事业型与产业型服务的双轨发展。
This article focuses on the system construction of information service industry and the research on institution operation on the basis of industrial institution. The national innovation development and innovative country construction call for constructing socialization information service system. Demand-oriented service innovation, which determines the service system reforms in departments and systems, set up the relationship between system construction of knowledge information service industry and coordinated operation. Those changes need to reconstruct the information service system as well as to establish the industrial service institution according to its value orientation when the system reform deepens, and thus to make the service organizations to achieve the dual-track development as institutions and as industries.
