摘要
水利是农业的命脉,是国民经济的基础。作为党的第一代、第二代中央领导集体重要成员的陈云,非常重视水利,在近半个世纪的水利建设实践中,形成了丰富的水利思想:从经济社会协调发展的高度搞水利建设;水利建设要以人为本;水利建设要坚持综合平衡原则。陈云水利思想蕴含着科学发展观的基本内涵,是科学发展观重要的思想渊源之一。
Water is the lifeblood of agriculture and the foundation of the national economy. Chen Yun, the important member of the CCP first and second generation of central collective leadership, attached great importance to water conservancy. In nearly half a century of water conservancy construction practices, abundant water conservancy thoughts were formed ： the concepts of human - orientation, comprehensive balance and the coordinated economic and social development were implemented in the construction practice. Chen Yun＇s water conservancy thoughts contained the basic connotation of the scientific outlook on development, and have become one of the original source in the shaping of the scientific outlook on development.
