摘要
在智慧城市建设过程中,技术架构的模糊性、城市结构的复杂性以及认知的不确定性等将引致新的风险。从理念风险、技术风险、产业风险、社会风险四个角度分析我国智慧城市建设风险,研究这四类风险的具体表现及其成因,提出相应的风险规避对策与建议,包括促进智慧城市理论的本土化建构、提高核心技术的自主性和安全性、构建城市建设与产业发展的良性互动机制以及完善智慧城市制度内核。
During the construction of smart cities in China, the ambiguity of technical construction, the complexity of urban structure, and cognitive uncertainty would lead new risks. Four kinds of key risk factors consisting of strategic risk, technical risk, industrial risk, and social risk are investigated in this study. Specifically, the characteristics of the four risk factors and the causes of such risk factors are elaborately examined and related suggestions are put forward, which include the construction of local theories of smart city, the im- provement of independent innovation and safety of core technologies, the establishment interactive mechanism between city construction and industry development, and the perfection of policy system on smart city construction.
