摘要
从苏南地区的实际情况出发 ,通过全面、细致的调查研究 ,并参照一些发达国家的农村水利建设经验 ,提出了一整套涉及设计标准、灌排布局、田间工程、管理服务、节水灌溉、机械施工、水利环境、乡镇供水 8项主标准 ,共 2 9个子标准的现代化农村水利建设指标 ,并按照模糊综合评判原理 ,提出现代化农村水利建设和管理的定量评价方法及近期发展对策 ,为苏南地区农村水利现代化建设和管理指明了方向 。
Aiming at the actual situaton in the south area of Jiangsu Province, through a perfect and detailed investigation and consulting some experiences with rural water conservancy construction from several developed countries, a whole set of modernization villages′ water conservancy construction standards which are related to design standards, layout of irrigation and drainage, field words, management and service, water saving irrigation, mechanical construction, water conservancy environment, villages and township water supply etc. eight indexes, is presented. And there are 29 sub indexes in the presented standards. Then, in accordance with the fuzzy comprehensive evaluation principle, a quantitative evaluation method for modernization villages′ water conservancy construction and management and recent development strategies are proposed. It points out the new orientation in water conservancy construction and management in the rural area of south Jiangsu, meanwhile,provides a basis of modern rural water conservancy construction and management in whole province and nationwide.
