摘要
用相关性分析方法筛选出科技投入与产出的指标,用灰色关联分析构建了多个投入要素带动多个产出要素的时滞分析矩阵模型,研究福建省9个先进制造业的科技投入(即:经费投入,人才投入,政府的优惠政策)分别带动科技产出(即:社会效益、能源效益、经济效益、科技直接产出)的时滞。研究表明福建省先进制造业科技产出对科技投入滞后步长最长为3。福建省科技总体投入有明显的趋利性,应该采取长期效果较好的科技税收优惠政策。
The paper use the correlation analysis method to choose indexes of S&T input and output and grey relation analysis method to build a time lag analysis model to calculate the time lag that S&T input (i. e. , the funds investment, talents investment, the government's preferential pol- icy) respectively drive S&T output (i. e. , social benefit, energy efficiency , economic benefit, S&T direct output) . The result shows that longest time lag between S&T input and S&T output of advanced manufacture industries is 3 years. There is an obvious benefit-tendency in S&T activities of Fujian. The provincial government should take the S&T preferential tax policies which has good long-term effects.
