摘要
泥石流灾害是重要的地质灾害之一,因其巨大的破坏效应,往往会对当地环境及居民生命财产安全造成严重威胁。但要彻底防治泥石流灾害,不仅花费巨大,而且防治工程的不确定性也增加了泥石流治理效果的风险性。风险管理作为一种能有效降低灾害风险的手段,可以为泥石流灾害防治提供有益借鉴。对国内外泥石流灾害及风险管理研究成果进行了分析研究,并对其进行了总结,指出了其所存在的问题及发展趋势,进而提出了一种单沟泥石流风险管理模式,对泥石流的预防具有指导意义。
The Code for China River Name is the basis code of 10 kinds of water conservancy projects and river cross - sec- tions. After implementation for 10 years, the code can not meet the development demands of water conservancy informatizatinn, flood control and drought relief. Some problems appear in the application, including insufficient coded river number and code ca- pacity, inconsistent basin partition with other standards, so the code needs to be revised. With the support of spatial analysis and hydrological calculation function of ArcGIS, by using large - scale topographic map, 90m resolution DEM as input data, basic river parameters are computed. According to statistical analysis results, the index and criterion for the river to be coded are pro- posed, the river coding rules are perfected and some key issues of standard revision are solved.
