摘要
日用陶瓷是我国传统大宗出口商品,在质检总局的领导下,通过长期的实践探索和质量安全控制技术的研究,我国已形成了对出口日用陶瓷质量认证认可制度、铅镉等重金属溶出量的控制与检测技术、烤花加工质量安全控制技术、质量安全信息预警与反馈制度、质量分析与纠正预防措施等组成的质量安全控制体系,从而确保了我国出口日用陶瓷历年来未曾出现的大的质量安全的问题,特别是输美陶瓷的检验监管体系与认证制度,成为我国出口产品质量控制与监管体系获得国外政府机构认可、克服国外技术壁垒、由"自动扣留"到"自动准入"的成功典范。本文就出口日用陶瓷质量安全控制体系的内容、过程和方法进行研究和探讨。
Domestic ceramics is a traditional bulk export commodity of China.Under the leadership of AQSIQ and through years of practices and studies on quality and safety control,a system of quality and safety control for export domestic ceramics has been set up in China,including certification and accreditation for quality,control and test technology for heavy metal release such as lead and cadmium,decal process quality control,quality and safety warning and reacting,quality analysis and correction and prevention.This system has been very helpful to guarantee that no huge quality and safety accident occur in the export industry.Particularly,the inspection supervision and certification system for ceramics exported to USA has been set up as a successful example as that the export product quality control and inspection system by China has been recognized by foreign governments and the mode of ＂Automatic Detain＂ has been switched to ＂Automatic Access＂ by clearing up foreign technical trade barriers.This article is a study and exploration on the content,process and method of the quality and safety control system of export domestic ceramics.
