摘要
地方政府融资平台作为分税制财政管理体制和"逆向预算软约束"等体制性原因滋生的产物,在国际金融危机背景下出现"井喷",融资平台风险凸现。为此亟需改善制度环境、优化已有的制度安排,如理顺政府与平台关系,建立健全政府与金融机构的相关制度。
Local government finance platform,a sub-product of the taxation system management and＂Adverse Soft-budget Constraint＂,experienced＂the blowout＂under the international finance crisis background and platform debt quickly expanded.The risk of financing platform highlighted.There is an urgent need for improvements to the system environment and to optimize the existing institutional arrangements,such as streamlining relationship between government and platforms,and establishing a sound system of the correlation between financial institutions and the government.
