摘要
在农村发展新的形势下,基层政府要发挥在土地制度变迁中的主导和引导作用,转变和强化政府职能。在农村土地流转体制变革过程中,应当正确处理政府职能转变与发展现代农业的关系。具体来说,在农村土地流转中,政府尤其是基层政府必须合适地明确自己定位,优化现行农村土地流转中政府的行为,优化农村土地流转中政府的定位,加大其提供公共产品和服务的力度,发挥公共服务能力构建在土地流转中的促进作用。
In the new situation of rural development,local governments should play leading and guiding role,transform and strengthen the functions in the rural land system reform process.We should correctly handle government functions and modern agriculture development.Specifically,governments,especially at the grass-roots level,must appropriately identify their location,optimize their behavior and their position as well as increase its provision of public goods and services so as to play a catalytic role in the land transfer.
