摘要
文章以我国当前公立医院人事制度改革为背景,从促进医院管理队伍的专业化、职业化和可持续发展出发,结合竞赛机制,探讨建立合理的公立医院职员职级制度。通过分析现有医院管理人员职业发展中存在的主要问题,描述了建立职员职级制度可能涉及和考虑的主要问题,包括适用范围、晋升流程、职级级数、晋级职数、晋级条件和职业路径等。
In the context of the personnel system reform in public hospitals in China now, this paper discusses the way to establish a reasonable ranks system of administrative personnel in public hospitals based on contest mechanism design and human resources management in order to promote the professional and sustainable development of hospital administrative personnel. By analyzing main problems in the career development of administrative personnel, the paper describes the main issues in establishing administrative rank system, including its applicable scope, process and conditions of promotion, ranks series, rank size and career path, etc.
