摘要
随着环境问题的国际化和普遍联系性特点的相互结合 ,国际环境形势出现了环境活动的主体性、环境行动的合作性、环境问题的对立性和环境关系的复杂性等特点。在这种国际环境形势下 ,一方面环境问题越来越多地渗透到国际贸易中来 ,另一方面发达国家依仗其环保管理和技术上的优势 ,趁机对发展中国家设置绿色壁垒并实行环境倾销 ,从而使中国和其他所有发展中国家的国际贸易面临严峻的环境挑战。对此 ,中国应该积极采取相应对策 ,包括开展环境外交 ,参与国际事务 ;掌握国际动态 ,适应环境标准 ;借鉴西方经验 ,发展环保产业 ;健全管理体制 ,抵制环境倾销等。
With the mutual incorporate of the features of the internationalization and universally connecting on environmental problems at present, the features of the international situation on environment have occurred,which includes the centrality of the environmental movement,the cooperation on the environmental action,the opposition on environmental problems and the complexity of environmental relationship. Under the international situation on environment,with environmental problems is being incorporated into international trade more and more, depending on the superiority of the management and technology on environment,the developed countries locate the green-barrier and practice the environment dumping to the developing countries,which makes china and other all developing countries facing the clinical environmental challenges on the international trade. Therefore,china must actively strike the corresponding measure,including developing the internationally environmental relationships and partic.
