摘要
国民政府时期,国语的统一成为边疆教育的目标之一。为实现国语的统一,边疆学者提出在边疆教育中完全推行国语、兼用国语与少数族群语言,以及把语言与文字区别对待等三种方案。与此同时,国民政府也在边疆教育中,推行以国语为主体兼用少数族群语言的语言政策。但通过考察国民政府时期边疆语言政策在甘宁青的实施后发现,这一语言政策虽取得一定的成绩,但仍存在诸如双语教材不适合边疆需要、双语师资缺乏、生源不足以及地方实力派干预等问题。
During the period of the Nafional Government, language unification was one of the major objectives for fron- tier education. Three schemes were discussed: only with Chinese, both Chinese and ethnic languages, and language and writings respectively treated. Meanwhile, Chinese as the major language with ethnic languages together as bilingual policies were also implemented, whereas some problems existed such as bilingual textbook unsuitable for the frontier education re- quirement, lack of teachers and students as well as the local interference etc. after the careful study of the implementation of the language policies of this period.
