在科学技术飞速发展、经济全球化进程不断加快的今天，中国现行的经济体制及相关政策，严重地制约着中小企业的发展。只有充分理解中小企业在未来经济中的作用，正视其发展中的困难，从融资、人才、科研、信息等方面给予应有的支持，减轻不合理的经济负担，为其创造宽松的生存和发展环境，此乃意义十分重大之举措。
