摘要
自从我国加入了WTO以来,国内建设蓬勃发展,工程项目建设更是无处不在,许多不法分子利用法律空隙从中谋取暴利,虽然我国实行建设工程项目招投标制度已经有多年,并取得了较大的发展与进步,但是受社会环境、经济环境、法制建设、管理体制和精神文明程度等多种因素的影响,总是存在一些问题。为了进一步规范工程建设市场,在工程项目招标、投标过程中一定要严格按照《招标投标法》规范整个工程的招投标环节,更好的贯彻公开,公平,公正,诚信的招投标原则,保证整个工程项目招投标工作的规范进行。本文阐述招投标的原则、方式、方法,并结合工程管理实践,指出了在招投标管理过程中应注意的事项及加大管理力度。
Since China joined the WTO, the domestic construction develops flourishingly, project construction is ubiquitous, many criminals profite from the legal gaps, although our country has executed construction project bidding system for many years, and has made great progress,- by the impact of social environment, economic environment, legal construction, management system and spiritual civilization degree and other factors, there are always some problems. In order to further regulate the construction market, we must strictly regulate the project bidding process .in project bidding in accordance with the bidding law, better carry out open and impartial bidding principle with, fair, integrity, ensure the project bidding work. This paper described the principle mode, method of bidding, and pointed out the notes in the bidding management process, combined with the engineering practice.
