摘要
在分析我国住房市场多元价值体系并存的基础上,提出以按年征收土地出让金方式统一公共租赁房的用地性质;赋予公共租赁房以完全产权,使体现所有权资金成本的虚拟租金向体现住房物业价值的承租租金回归;使公共租赁房的市场化租金水平,在居民家庭住房消费支出成本制约下成为我国住房价值体系的标杆。
Based on the analysis of the phenomenon of coexistence of multi-value system of China' s housing market and institutional factors,this paper proposes unified nature of land for public rental housing by levying land premium annually,and public rental housing with full property rights,embodying ownership the capital cost of the virt ual rent to reflect the value of the housing property leased rent regression,making the market rent levels subject to household income level with the cost of housing consumption expenditure constraints become the benchmark of the value of China s housing system.
