摘要
文章阐明了农机安全监理在建设社会主义新农村进程中的地位,指出了当前农机监理存在的主要问题,如农机监理工作人员素质参差不齐;体制不健全、经费保障不足、监理装备落后;舆论宣传不深入,农机户法制观念淡薄;农机手安全意识淡薄,农机培训机构形同虚设等问题。并针对问题提出了抓好新形势下农机安全生产工作的对策:健全农机安全监管机制;加强监理装备建设,改善监理手段;加强农机监理队伍建设;加大安全生产宣传力度;加大对农机驾驶、操作人员的监管力度;加强农机安全生产的经常性检查,这对于农业增效、农民增收、农村稳定、促进农村经济发展有深远的意义。
This paper clarifies the status of of agricuhural safety supervision in the process of building a new socialist countryside, pointed out that the main problems of the current Agricultural Commissioner, the uneven quality of the Agri- cultural Commissioner staff; system is not perfect, to ensure funding, supervision and equipment behind ; propaganda to in-depth sense of law and agricultural households; safety consciousness of the farm hands to agricultural training institu- tions, non-existent problem. Grasp the countermeasures of agricultural production safety work under the new situation： im- prove agricultural security regulatory mechanisms; strengthen supervision and equipment construction, improve the means of supervision; strengthen the agricultural supervision team buildin~ increase production safety propaganda; increase agricul- tural driving problem, operator supervision; regular checks to strengthen agricultural production safety, agricultural efficien- cy and rural incomes, rural stability, and promoting rural economic development has far-reaching significance.
